Goa Football Association on Friday, published two Requests for Proposal inviting bids for the media rights and the long-term commercial rights to its competitions, opening the association’s properties to the market for the first time under a structured tender process.
Both RFP documents are available for download on the GFA website, www.gfagoa.com. Interested parties may also request the documents by email at gfa_goals@yahoo.com.
The first tender covers media, broadcast, digital and production rights to the Goa Professional League and other GFA properties for the 2026-27 and 2027-28 seasons. The successful bidder will be required to produce and transmit live coverage across television and OTT platforms, with 100 percent of Goa Professional League matches to be broadcast live and highlights packages of at least four minutes made available for each match.
Bidders must qualify either as a broadcaster or as an internet operator, and must demonstrate at least three continuous years of experience broadcasting or streaming live sport, along with production of a minimum two full seasons of a professional league or equivalent property.
The second tender covers commercial rights across two packages. Package A comprises the men’s club competitions, including the Goa Professional League, the First, Second and Third Division Leagues, the GFA Futsal League and the boys’ age-group leagues at Under-14, Under-16, Under-18 and Under-20. Package B comprises the women’s competitions, including the GFA Women’s League, GFA Women’s Futsal and the girls’ age-group leagues at Under-14, Under-16 and Under-18.
Both packages allow for the creation of a new tournament property. The commercial rights are offered on a four-year term and cover advertising, digital, event, film, media, merchandising, pourage and sponsorship rights. Data rights are excluded, as these currently sit with Genius Sports.
Bidders may apply for one or more packages, and the GFA has retained the discretion to award full or part packages. Under the commercial rights tender, the association’s share of net revenue generated must not fall below 70 percent, and the fixed administrative fee payable to the GFA must be at least 20 percent of the total amount a bidder commits to spending on properties.
Eligibility across both tenders requires valid incorporation, GST registration and a minimum net worth of five crore rupees. Foreign entities may bid, subject to undertaking to establish an Indian subsidiary or branch office before contract execution. Consortium bids of up to three members are permitted.
The last date to seek clarifications is August 8, 2026, with the GFA to issue written responses by August 10. Bids close at 6 p.m. on August 14, 2026. Technical bids will be opened on August 16.
All bids must be submitted by email only, as password-protected PDFs, with technical and commercial bids sent as separate files. Physical submissions will be disqualified.
