Medical cell of Bhartiya Janata Party (BJP) Goa State, headed by Dr Shekhar Salkar has submitted a set of pre-budget recommendations to Chief Minister Dr Pramod Sawant, for upgradation of healthcare policies.
Dr Salkar, who is the Convener of Medical Cell-BJP Goa State, also informed that they have suggested to form a comeetee named after Padma Bhushan Late Manohar Parrikar for ‘cohort study of cancer and non-communicable desease’.
Here are the recommendations for policy decisions pertaining to healthcare establishments –
• An impetus to develop a sustainable PPP model to promote “Medical Tourism” is a need of the hour. Goa with its strong member associations like Indian Medical Association (IMA) and Association of Private Nursing Homes (APNH) is willing to undertake any responsibility to promote medical tourism. We request you direct the concerned departments to create a roadmap to undertake the activity.
• While private institutions are delivering quality, specialised healthcare vide DDSSY scheme, there is a urgent need to encourage these empanelled hospitals by providing incentives to motivate for continued public service.
•The DDSSY package price constituted 7 years ago needs to be updated in sync with current inflation. We also request you to facilitate monthly disbursal of funds.
•The delay of disbursal of funds and remuneration can impact heavily on the day-to-day functioning of the hospital and hamper delivery of quality healthcare to the patients/beneficiaries. We request you to kindly streamline the payment process and fast-track the disbursal of funds and also consider the facilitation of payments to hospital under single window standardised protocols like MSME.
•The fees levied upon healthcare establishments for various licencing issued under state pollution control board needs to be rationalised, and single-tier fee structure needs to be adopted as hospitals are largely non-polluting units and cannot be compared to conventional industrial units.
•The current fee structure levied for disposal of Biomedical waste is not justified and the categorisation of healthcare facilities needs to be revamped. We call upon you to kindly initiate directions to reduce the fee structure.
•Ayurvedic healthcare establishments have undertaken an important role in delivery of public healthcare and are at forefront of preventive social health. We request you to kindly give adhoc amendments in policy to encourage empanelment of Ayurveda hospitals and health centres.
• With the surge of healthcare establishment, the state is seeing acute shortage of nursing and para-medical staff. We request you to facilitate setting up of new nursing and para-medical colleges to augment the future needs of healthcare eco-system of Goa.
•We request you to direct the officials of concerned departments and municipal/ULB authorities to upgrade the requisite water supply infrastructure.
•Timely patient-transfer holds the key for enhanced patient care. We request you to extend the 108 ambulatory service across all private hospitals within the state.
•We request you to kindly facilitate a dialogue with concerned stakeholders and healthcare facilities to accommodate genuine demand of granting Non-Polluting Industry Status to healthcare establishments.
