Seen as a significant step towards ensuring responsible and regulated animal breeding in the state, the Goa Animal Breeding & Domestication (Regulation & Compensation) Bill 2025 comes into force after a successful passage in the Goa Legislative Assembly.
This landmark bill introduces key provisions to regulate the breeding and domestication of animals, prohibit the keeping and breeding of ferocious animals, and establish a legal framework for compensation in cases of injury or harm caused by such animals. Importantly, it empowers authorities to act swiftly and ensures accountability through penalties, registration mechanisms, and a robust compensation system for affected individuals.
The Act also promotes public safety and animal welfare, supports the livelihoods of responsible breeders and livestock owners, and helps curb unregulated and unsafe practices. Goa is taking a forward-looking step in balancing community well-being with animal rights.
