LOK SABHA ELECTIONS 2024: GOA READY FOR AN INCLUSIVE VOTING EXPERIENCE

As part of the preparations for the General Elections for Lok Sabha 2024, Office of the State Commissioner for Person with Disabilities and Office of the Chief Electoral officer Goa under the guidance of Ramesh Verma, IAS, Chief Electoral officer is leaving no stone unturned to ensure that every eligible citizen can exercise their democratic right to vote. In a significant step towards inclusivity, a series of measures have been put in place to facilitate accessible voting for Persons with Disabilities (PwDs) in the state of Goa.

A comprehensive access audit of polling booths was conducted by election officials in collaboration with representatives from the disability community to assess the availability of facilities for voters with diverse needs. This joint effort ensured that polling stations were thoroughly evaluated for compliance with accessibility standards, including the presence of ramps, tactile materials, and other essential amenities.

At present, 9423 PwDs have been identified on the ERONET, with 8 polling booths specially designated to be manned by PwD employees. Transport facilities have been meticulously arranged to cater to the needs of PwDs and senior citizens, with 30 E-rickshaws accessible for persons with disabilities, ensuring smooth transit to and from polling stations. Polling station infrastructure has been upgraded to accommodate the diverse requirements of voters, with all 1725 booths across North and South Goa located on the ground floor for ease of access. Priority entering facilities, separate queues for PwDs and senior citizens, and the provision of 1069 additional wheelchairs ensure that no voter faces barriers on polling day.

Speaking on these initiatives, Guruprasad Pawaskar, State Commissioner for Persons with Disabilities, emphasized that, “Ensuring the participation of every citizen in the electoral process is paramount for a thriving democracy. These efforts aim to remove barriers and empower PwD voters to exercise their franchise independently. As Goa gears up for the Lok Sabha 2024 elections, these initiatives underscore the commitment towards fostering an inclusive and participatory democracy, where every voice matters”.

Sudesh Gaude, State Nodal Officer for Accessible Election emphasised, “Our commitment to accessible elections reflects our dedication to upholding democratic principles and ensuring that every voice is heard. Through collaborative efforts and innovative initiatives, we aim to set a new standard for inclusivity in electoral processes.”

Taha Haaziq, Secretary to the Office of the Commission for Persons with Disabilities, is the State Icon for Persons with Disabilities, recognizing his dedication and advocacy for the community. Joining him in this vital role are Phulrani Kinlekar, a Representative of PwDs and Ferdrika Menezes, a Poet and Representative of PwD Voters, who have been appointed as Icons for North Goa. Their task is to raise awareness among PwD voters in the region. Meanwhile, Patric Desouza has been named the District Icon for South Goa, further bolstering efforts to empower and engage individuals with disabilities in the democratic process.

Key highlights of the arrangements include:

Transport Facilities: Specialised transport services have been arranged to ensure that PwDs and senior citizens can easily reach polling stations. This includes the deployment of 30 E-rickshaws and accessible vehicles, providing door-to-door assistance on the day of polling.

Polling Stations Infrastructure: All 1725 polling booths across North and South Goa have been equipped with essential amenities such as ramps, accessible toilets, and proper lighting, ensuring a seamless voting experience for aged and disabled electors.

Priority Entering Facility: Separate queues have been arranged at polling booths for PwDs and senior citizens, with priority given to their entry to minimize wait times. Wheelchairs and booth volunteers will be available to assist voters as needed.

Assured Minimum Facilities: Each polling booth will be equipped with essential facilities including wheelchairs, ramps, accessible toilets, tactile materials, and parking facilities, among others.

Furthermore, extensive efforts have been made to enhance accessibility through technology and outreach initiatives:

SAKSHAM-ECI App: Wider publicity of the SAKSHAM ECI app has been undertaken to facilitate PwD voters in accessing election-related information conveniently.

Accessible Communication: Social media content is curated in compliance with guidelines issued by the Election Commission of India, ensuring accessibility for visually impaired individuals through alt text and subtitles. Sign language interpreters have been employed to enhance awareness among voters with hearing impairments.

Training and Sensitization: Rigorous training sessions have been conducted for polling personnel, officers, and volunteers on accessible election procedures, including provisions for companion assistance under Rule 49N of the Conduct of Election Rules 1961.

Goa stands at the forefront of inclusive democracy, championing accessibility and participation for all citizens. With a steadfast commitment to removing barriers and fostering equal opportunity, the preparations for the Lok Sabha 2024 elections exemplify Goa’s dedication to upholding the principles of democracy. As polling day approaches, the state remains resolute in its mission to ensure that every voice is heard, reaffirming the belief that democracy thrives when all individuals are empowered to exercise their fundamental right to vote.
