STATE COMMISSION FOR PERSONS WITH DISABILITIES INITIATES SIGN LANGUAGE COURSES AS GOA UNIVERSITY & AYJNISHD (D) SIGN MoU

The Office of the State Commissioner for Persons with Disabilities has announced the introduction of Diploma in Indian Sign Language Interpreting (DISLI) and Diploma in Teaching Indian Sign Language (DTISL) in Goa for the first time by the prestigious National Institute Ali Yavar National Institute of Speech & Hearing Disabilities (AYJNISHD) under the DePwD, MSJ&E and Government of India in association with Goa University at the Goa University Campus, Taleigao Plateau, Goa. These courses are the first initiative as part of the MoU signed between the Office of the State Commissioner for Persons with Disabilities, AYJNISHD and Goa University with more courses to be introduced in the future.

The DISLI course (Diploma in Indian Sign Language Interpretation) is open to candidates who have completed their Senior Secondary education (10+2) or equivalent with at least 50% marks. Applicants must also have functional hands, be fluent in at least one language, and have normal hearing sensitivity. The DTISL course (Diploma in Teaching Indian Sign Language) requires candidates to have completed their Senior Secondary education (10+2) or equivalent with at least 45% marks, have proficient skills in Indian Sign Language (ISL), possess a Certificate of Disability (Deaf), and pass an interview and ISL skill assessment.

This MoU not only establishes an Extension Counter of AYJNISHD (D) in Goa but also sets the stage for a Composite Rehabilitation Centre (CRC) in the state. The Initiative is the result of extensive efforts and collaboration between the State Commissioner for Persons with Disabilities, Goa University, and AYJNISHD (D). These courses are the first step in a series of educational programmes planned under this MoU, aimed at enhancing disability education and services in Goa.

Guruprasad Pawaskar, State Commissioner for Persons with Disabilities, said: “We are extremely happy to have initiated these two courses here in Goa through Ali Yavar Jung National Institute of Speech and Hearing Disabilities (AYJNISHD (D)) and Goa University. The introduction of the Diploma in Indian Sign Language Interpretation (DISLI) and the Diploma in Teaching Indian Sign Language (DTISL) in Goa marks a significant milestone. These courses will empower individuals to bridge communication gaps and promote inclusivity. By equipping students with specialized skills, we are fostering a more accessible and compassionate society—one where everyone’s voice is heard.”

To register for the courses, candidates must submit a completed application form along with proof of eligibility (educational certificates), a Certificate of Disability (for DTISL), and results from the interview and skill assessment (for DTISL). Eligibility must be as per RCI norms.

These new courses will be offered at the Goa University Campus, Taleigao Plateau, and are expected to significantly contribute to the field of disability education and empowerment in the region.
