The Imagine Panaji Smart City Development Limited (IPSCDL) has successfully completed the Bituminous Concrete (BC) surfacing work across all three phases of the road improvement project under the Smart City Mission. The completion of this final layer marks a significant milestone in the transformation of Central Panaji’s core road infrastructure.

Spanning a total of 6,850 metres, the project has been meticulously executed with the Dense Bituminous Macadam (DBM) layer laid and settled with all necessary rectifications carried out — all without any major road closures, ensuring minimal disruption to the public.

Project Phasing and Coverage:

The roadwork was executed in three structured phases over the course of three months:
• Phase 1– Covered 735 metres, including:
• MG Road: St. Inez Junction to Caculo Island (185m)
• MG Road: Caculo Island to Don Bosco School (275m)
• SV Road: Geeta Bakery to DB Road Junction (275m)

• Phase 2– Covered 1,024 metres, including:
• MG Road: Don Bosco to UCO Bank (354m)
• TB Cunha Road: Café Bhonsle to DB Road Junction (320m)
• 18 June Road: NGPDA Office to Caculo Island (140m)
• Cunha Rivera Road: Vinanti to DB Road Junction (40m)
• MG Road: Liberty to Vinanti Restaurant (170m)

• Phase 3 – Covered 1,415 metres, including:
• MG Road: UCO Bank to Don Bosco School (380m)
• Market to DB Road (200m)
• Geeta Bakery to INOX (534m)

• Two internal lanes (100m)

Next Steps:
Road Painting and Traffic Signage Installation: Scheduled from April 1 to May 31, 2025, this phase will ensure better traffic management and pedestrian safety.
• Landscaping and Tree Plantation: To enhance urban greenery and improve ecological balance, a focused plantation drive will be carried out from June 1 to June 30, 2025. Special care is being taken to ensure higher survival rates of planted trees through climate-resilient techniques and regular monitoring.

Progress on St. Inez Road:
Significant progress is also underway on St. Inez Road, where 3,000 meters of concrete roadwork is nearing completion. The crucial sewerage line connection from Taad Maad to the Sewage Treatment Plant (STP) has been successfully executed, paving the way for final touches on the road surfacing.

Reopened Roads near Café Bhonsle Square:
In a move to improve connectivity and ease local traffic congestion, several roads near Café Bhonsle Square have been completed.
• Antao De Noronha Road – 70 metres
• Adjacent Road near Chai Corner – 30 metres
• Adjoining Road to TB Cunha Road – 60 metres

“I’m pleased to report that we are well on track, with substantial progress made across key project areas including road surfacing, signage and utility integration. Our teams have worked diligently to ensure quality execution with minimal disruption to public life. As we approach the final stretch, our focus remains on timely delivery, sustainable landscaping and long-term urban resilience. We are confident that the transformation underway will greatly enhance mobility, safety and the overall urban experience in Panaji,” said Sanjit Rodrigues, Managing Director & CEO, IPSCDL.
